Cole wanted to show off the victory at Rook’s Rest. He wanted the people to celebrate the win. Instead, they stood in silence as they watched the head of the dragon being brought through. It was a stark change to the way they mourned the loss of Prince Jaehaerys just episodes earlier.

Now Cole is setting up the storyline that will see many dragons lose their lives. As people grow restless and angry, there are sure to be riots. This could lead to the storming of the Dragonpit, which will see the end of the dragons in there.
Had Cole not done this, people would still constantly fear the dragons. Cole made a huge mistake, and he will end up having to pay for it. Sadly, it’s the other dragons who will.
